1. As approved by the University Management all concerned are hereby informed that starting dates of On-line classes of all Undergraduate and Master’s Programs for Spring 2021 have been rescheduled considering the Covid-19 Pandemic situation. The new schedules are approved below:
a. On-line classes of all Undergraduate Programs of existing SEU students (2nd semester onwards) will start from 28th February 2021.
b. On-line classes of all Master’s Program will start from 14th March 2021. However, classes of Friday Master’s Programs may start from 12th March 2021.
c. On-line classes of all Undergraduate Programs (Newly enrolled students of 1st semester only) will start from 28th March 2021.
2. Registration Schedules are also changed as follows:
a. Registration of all Undergraduate Programs (2nd Semester onwards) must be completed between 22nd February and 28th February 2021.
b. Registration of all Master’s Programs must be completed between 7th March and 18th March 2021.
c. Registration of all Newly Admitted students (1st Semester) in Undergraduate Programs must be completed between 21st March and 31st March 2021.
3. All Academic Departments are asked to inform their students about the above mentioned changes and take preparation accordingly.

Subject: New Guidelines for Applying Unofficial Transcript, Official Transcript, Provisional Certificate and Original Certificate
1. As approved by the University Management, all concerned are hereby informed that students are instructed to apply using the online application (Normal/Urgent) for Unofficial Transcript, Official Transcript, Provisional Certificate and Original Certificate from 01 February 2021. Before applying students have to pay the required application fee using online payment method or through the bank as being practiced. Students will get updates of the application through SMS and Email. No manual application will be accepted from 01 February 2021.
2. Students will not get the original certificate without Convocation. However, if any student needs the original certificate without convocation, he/she must write an application to the Registrar. If the application is approved, then he/she can apply using the online system.
3. The unofficial transcript fee has been revised to taka 400/- (four hundred only).
4. Procedure of the online application: Login to student’s panel ==> Pay required application fee ==> Go to the online application page ==> Update the mobile number (if required) ==> Click the 'Apply' button.

In this circumstance, the Authority of Southeast University has decided to allow provisional admission of HSC/ Equivalent candidates in Fall 2020 semester for all Undergraduate programs. Following waivers will be given for them:

This special waiver will be applicable for all Masters Programs students as follows:-
1. SEU graduates if take admission into SEU Masters Programs (Bangla, English, Economics, Law and MBA) their admission fees will be waived by 90% (ninety) and tuition fees by 25% (twenty five) for Fall Semester 2020 only.
2. All non SEU graduates taking admission in all Masters Programs (Bangla, English, Economics, Law and MBA) in Fall Semester will get waiver as follows:-

25% Special Waiver on Tuition Fees for Fall Semester 2020:
All students of SEU (both Existing and Newly Admitted in Fall Semester 2020) will get at least 25% waiver on Tuition Fees which is applicable only for Fall Semester 2020. Waiver will be calculated in following ways:

This special waiver will be applicable for Spring Semester 2020 and Summer semester 2020 to all the students of SEU. Details of waivers are as follows:
10% Special Waiver on Tuition Fees for Spring Semester 2020:
1. Students will get 10% special waiver on the remaining 30% tuition fees for Spring Semester 2020.
2. Students who are already availing 90% or more waiver for Spring Semester 2020 will not be eligible for this 10% special waiver.
25% Special Waiver on Tuition Fees for Summer Semester 2020:
All students of SEU (both Existing and Newly Admitted in Summer Semester 2020) will get at least 25% waiver on Tuition Fees which is applicable only for Summer Semester 2020. Waiver will be calculated in following ways:

If any student cannot make full payment of the outstanding tuition by 10th June 2020 for a justifiable reason, he/she may pay in two equal installments, 1st by 10th June and 2nd by 15th July 2020 with prior permission of the university management by mail.
A set of guidelines regarding the payment procedure will be communicated to you very soon.

2. Online Final Exam (Assignment) : 1st - 10th June 2020
3. Payment of all Semester dues (Spring 2020 semester) by 10th June 2020. If any student has any problem for making full payment, he/she may pay in two installments, 1st installment by 10th June and 2nd installment by 15th July 2020 with prior permission.

বরাত পত্র ক. মারফত শিক্ষা মন্ত্রণালয় দেশের সকল পাবলিক ও প্রাইভেট বিশ্ববিদ্যালয়ে বিদেশী শিক্ষার্থী ভর্তির নিয়মাবলী প্রকাশ করেছেন যা নিম্নে প্রদত্ত হলোঃ-
১। এখন থেকে কোন বিদেশী শিক্ষার্থী পাবলিক/প্রাইভেট বিশ্ববিদ্যালয়ে ভর্তি হতে চাইলে তাকে সর্বপ্রথম যথাযথ কর্তৃপক্ষের (নিজস্ব দুতাবাস) মাধ্যমে পররাষ্ট্র মন্ত্রণালয়ে আবেদন করতে হবে।
২। তাদের আবেদন পত্র পররাষ্ট্র মন্ত্রণালয় থেকে মাধ্যমিক ও উচ্চ শিক্ষা বিভাগ, শিক্ষা মন্ত্রণালয়ে প্রেরণ করা হবে। শিক্ষামন্ত্রণালয় আবেদনকারী বিদেশী ছাত্র-ছাত্রীর সকল সনদপত্র ও পাসপোর্ট যাচাই পূর্বক তাকে সংশ্লিষ্ট বিশ্ববিদ্যালয়ে ভর্তির প্রাথমিক অনুমোদন প্রদান করবে।
৩। শিক্ষা মন্ত্রণালয় থেকে প্রাথমিক অনুমোদন প্রাপ্তরাই শুধু মাত্র সংশ্লিষ্ট বিশ্ববিদ্যালয়ে বিদেশী শিক্ষার্থী হিসাবে ভর্তি হতে পারবেন।
৪। এখন থেকে অত্র বিশ্ববিদ্যালয়ের সকল একাডেমিক বিভাগ ও এডমিশন বিভাগ উপরোক্ত নিয়ম সঠিক ভাবে অনুসরন করেই বিদেশী শিক্ষার্থী ভর্তি করবেন।
৫। বিদেশী শিক্ষার্থীদের পররাষ্ট্র মন্ত্রণালয়ে আবেদন করার বিষয়ে সংশ্লিষ্ট সকলকে সহযোগীতা প্রদানের জন্য অনুরোধ করা হলো।

1. All concerned are hereby informed that SEU Management is going to start transport facility (BRTC Bus) for the students. All interested students willing to avail transport facility are requested to fill up the attached form and send it to Deputy Registrar (Admin) by 10 September 2019.
2. Area wise transport routes are given below:
- a. Route No. 1 (Mirpur Route): ECB-Kalshi-Mirpur 12-Mirpur 10-Kazipara-Shewrapara-Agargaon-Bijoy Sarani-Nabisco-Mohakhali-SEU Banani.
- b. Route No. 2 (Uttara Route): Abdullahpur-Uttara-Airport-Khilkhet-Kakoli-SEU Tejgaon.
- c. Route No. 3 (Dhanmondi-Mohammadpur Route): Azimpur-Scienc Lab-Jigatola-Mohammadpur Bus Stand-Asad Gate-Manik Mia Avenue-Farmgate Police Fari -Nabisco-Mohakhali-SEU Banani.

3. Following guidelines and policies will be followed and observed by the University Management and students availing the transport facility or intending to avail the transport facility:
- a. One bus up and down for each route once daily will be operated.
- b. Bus timing: 8:00 am in the morning from starting point and departure at 5:30 pm from SEU Campus.
- c. Capacity: 75 seats per route per bus.
- d. Payment: Each student has to pay monthly Tk. 900 only (after 50% subsidy, total cost is Tk. 1800). Payment will be made by the users in advance at the beginning of each month.
- e. Service: First come first served basis.
- f. Expected operation of the service by October 2019.
4. All Academic Heads and Coordinators are requested to inform the students accordingly and process their application.

Undergraduate classes will start at 9:00 am and end at 3:30 pm with a prayer break of 30 minutes from 1:00 pm to 1:30 pm. The duration of each class will be 60 minutes. Subject: Changes in GPA Calculation and Grading.
Following changes has been made in GPA Calculation and Grading as approved by the 30th Academic Council
Meeting held on 24 February 2019:
1.
GPA calculation
Semester GPA = Total Credit Points Earned Divided by Total Credit Hours
Attempted. While calculating credit points earned, credit hours attempted
for all courses irrespective of the grades earned will be taken into
consideration.
Final CGPA = Total Credit Points Earned divided by Total Credit Hours
Earned.
2 Recording all grades earned on student transcript
All grades earned, including “F” grades, will be recorded on student
transcript.
3. Assignment of “R” grade
When student Retakes a course with “F” or any other grade, the previous
Grade will turn into “R” grade. “R” is a neutral grade with no impact on
CGPA. When a Student Retakes a course, s/he has to attend classes and go
through fresh assessment.
4. Assignment of “W” grade
When a student withdraws a course within the final deadline to Withdraw
with or without tuition adjustment as per the Academic Calendar, the
student will be assigned a “W” grade. If a student does not fulfill the
minimum attendance requirement, the faculty member may drop the student
from the course and assign a “W” grade. “W” is a neutral grade with no
impact on CGPA. Later, when a student Retakes a course with “W” grade, the
previous “W” grade will stay unchanged.
5. Assignment of “I” grade
When a student cannot sit for the final exam due to some unavoidable
circumstances (not due to poor performance), the faculty member will assign
an “I” grade, provided that the student has a high possibility to receive a
passing grade if the final exam is taken later. The faulty member will
arrange a make-up final exam for the student as soon as possible and change
the grade accordingly. If an “I” grade is not changed within the next
semester, it will turn into an “F” grade.
6.
Assignment of “X” grade
If a student needs more than one semester to complete
Thesis/Project/Internship/Industrial Training/Terminal Design/Research
Methodology, etc., an “X” grade will be assigned in each semester until a
final grade is given.
7.
Number of times a course can be Retaken
A student can retake a course as many times as s/he needs until a passing
grade is obtained, with full registration fee paid for the course each time
it is Retaken.
8. Uploading of Course Grades, Final Grade in
Thesis/Project/Internship/Industrial Training/ Terminal Design, etc.
and uploading grade changes
All Course grades will be uploaded by the concerned course teacher. Only
grade changes will be uploaded by the concerned Department Chair.
9. Signing Consolidated Grade Sheets
Consolidated grade sheets will be prepared by an exam Officer, verified by
a Program Coordinator and Deputy Controller of Exams, and approved by the
concerned Department Chair and the Controller of Exams.
10. No letter grade will be used against CGPA on academic transcript
Above policies were approved by 30th Academic Council & 14 th Syndicate Meeting and will be implemented from Summer 2019
Semester.

I am directed to inform all concerned that the Midterm Examinations of all Programs (Except Pharmacy) will start from March 03, 2019.
Attention is drawn to the following:
- Students are advised to collect the Admit Card from Accounts Section/ Respective Program Office by showing their bank pay slip for the due installment.
- No Admit Card will be issued on exam date.
- No student will be allowed to sit for the Midterm examination without Admit Card.
- Students are instructed to collect the dues clearance from Accounts Section before Midterm exam if the exam(s) start before the stipulated time.

In accordance with the decision taken by the University Management all concerned are hereby informed that from now onwards all Undergraduate Programs are allowed to organize “Degree Completion Ceremony” toward the end of their Final Semester. In no way this program will be named as “Rag Day”. Observance of Rag Day is strictly prohibited at SEU. Following instructions while organizing Degree Completion Ceremony have to be followed by all concerned:-
- Degree Completion Ceremony will be organized only on Thursday, Friday and Saturday without hampering the routine class schedule.
- Spreading of Colored Liquid, use of Sound Crackers, Eveteasing and organizing Rally on the roads adjacent to University Campus are prohibited.
- All Degree Completion Ceremonies have to be completed before Magrib Prayer.
- Each program must be organized under direct supervision of the Department Chair/Program Director.
All Academic Heads are kindly requested to inform the above instructions to all faculties and students of their departments please.

- As National Election now will be held on 30 December 2018, SEU Management has decided to take the Final examination of Fall semester 2018 of all Undergraduate Programs in advance as follows:
- Exam will start on 18 December 2018
- Exam will be completed by 26 December 2018
- Other important revised schedules of Fall 2018 semester are as follows:
- Students including Masters programs have to pay all dues by : 11 December 2018
- Admit Card distribution : 13-17 December 2018
- Grade Submission by : 29 December 2018
- Announcement of Final Result : 03 January 2019
In this regard a revised Academic Calendar of Fall 2018 semester is enclosed.
- Chairs/Directors of Departments/Programs will plan the Fall Semester Final Exams of all Masters Programs accordingly but all exams have to be completed by 26 December 2018.
- Please note that our faculties & staffs are likely to be deployed for National Election by Bangladesh Election Commission. Therefore, we need to complete the Final examination by 26th December 2018. Holidays may be used if required for makeup classes and taking examinations.
- Academic departments Heads are kindly requested to inform all faculties and students to take preparation accordingly.

Subject: Attendance: Closing Workshop of IQAC Project, Southeast University
Venue: Workshop will be held at Banani, Main Campus Seminar Hall.
- IQAC of Southeast University will organize a closing Workshop on Wednesday 31 October, 2018 chaired by Hon’ble VC. The objectives of the Workshop are to discuss the achievements of IQAC and Challenges ahead.
- The Director of IQAC will present a progress report on activities of the IQAC highlighting achievements and future challenges. In the workshop, Heads of SAC of all 10 Academic departments will present salient aspects of Improvement Plans.
- Prof. Mesbahuddin Ahmed, Chairman Bangladesh Accreditation Council, has kindly agreed to remain in the Inaugural session of the workshop as the Chief Guest and Prof. Sanjoy Kumar Adhikary, Head, Quality Assurance Unit, UGC-HEQEP has given his consent to attend the workshop as the Special Guest and Resource Person.
- The duration of the Workshop will be from 10:45a.m. to 3:15p.m. During that time classes will remain suspended. Make up classes to be taken on Thursday, 29 November 2018. The participants will be provided with Snacks and Lunch.

- ১। সাউথইস্ট ইউনির্ভাসিটির Tuition Fee Waiver Policy অনুসারে Waiver প্রাপ্ত ছাত্র-ছাত্রীদের প্রত্যকে সেমিস্টারে অবশ্যই আন্ডার গ্রাজুয়েটে ১২ ক্রেডিট এবং গ্রাজুয়েটে ৯ ক্রেডিট কোর্স রেজিস্ট্রেশন করতে হবে, অন্যথায় তাদরে Waiver বাতিল হয়ে যাবে।
- ২। অতএব সকল Waiver (বিওটি ও মুক্তিযোদ্ধা ওয়েভারসহ) প্রাপ্ত ছাত্র-ছাত্রীদের ওয়েভার চালু রাখার জন্য প্রতি সেমিস্টারে অবশ্যই প্রয়োজনীয় সংখ্যক কোর্স রেজিস্ট্রেশন সম্পন্ন করার জন্য নির্দেশ প্রদান করা হলো ।
- ৩। কম ক্রেডিট রেজিস্ট্রেশনের জন্য কোন শিক্ষার্থীর ওয়েভার বাতিল হলে পুনরায় তাকে আর ওয়েভার প্রদান করা হবনো এবং এ ব্যাপারে কোন আবদেন পত্ৰ গৃহীত হবে না ।

During the month of Ramadan SEU office timing will be from 9:00 am to 3:30 pm. All concerned are instructed to follow the office timing for the month of Ramadan accordingly.
Undergraduate classes will start at 9:00 am and end at 3:30 pm with a prayer break of 30 minutes from 1:00 pm to 1:30 pm. The duration of each class will be 60 minutes. Concerned Departments will prepare a Ramadan schedule of classes for the Master’s Program and obtain approval as soon as possible from Hon’ble Vice Chancellor.

বিষয়ঃ উচ্চশিক্ষা প্রতিষ্ঠানে যৌন নিপীড়ন প্রতিরোধকল্পে মহামান্য সুপ্রীম কোর্টের হাইকোর্ট ডিভিশনের নির্দেশনাসমূহ ।
(১) মহামান্য সুপ্রীম কোর্টের হাইকোর্ট ডিভিশনের নির্দেশনার ৯নং অনুচ্ছেদ অনুযায়ী যৌন নিপীড়ন প্রতিরোধকল্পে গঠিত কমিটির নামকরণ হবে “অভিযোগ কমিটি” ‘(Complaint Committee)’। অভিযোগ কমিটি গঠনের বিষয়ে মহামান্য হাইকোর্ট ডিভিশনের নির্দেশনার অনুচ্ছেদ ৯-এর (খ) ও (গ) নিন্মরুপঃ
9(b) The Complaint Committee will have minimum five members and majority of the members will be women. The head of the Complaint Committee should be a woman, if available.
9(c) The Complaint Committee should have at least two members from outside the organization concerned, preferably from organizations working on gender issues and sexual abuse.
(২) উপরে উদ্ধৃত ৯(ন) অনুযায়ী অভিযোগ কমিটি নুন্যতম ৫ জন সদস্য নিয়ে গঠিত হবে এবং ৫ সদস্যের মধ্যে ৩ জন নারী হবেন। যদি সম্ভব হয় তবে কমিটির আহব্বায়ক নারী হওয়া বাঞ্জনীয় এবং ৯(প) অনুযায়ী অভিযোগ কমিটির দুইজন সদস্য সংশ্লিষ্ট প্রতিষ্ঠানের বাহিরের অন্য প্রতিষ্ঠান থেকে নিতে হবে, যে প্রতিষ্ঠান জেন্ডার এবং যৌন নিপীড়নের বিরুদ্ধে কাজ করে।
(৩) প্রতিটি বিশ্ববিদ্যালয়ে অভিযোগ কমিটির পাশাপাশি যথোপযুক্ত স্থানে কমপ্লেইন বক্স রাখতে হবে।
(৪) যৌন হয়রানি সংক্রান্ত অভিযোগ দাখিলের জন্য কমপ্লেইন বক্স স্থাপনের বিষয়ে সংশ্লিষ্ট সকলকে অবহিত করতে হবে।
(৬) বিশ্ববিদ্যালয়ের শিক্ষার্থীদের নবীন বরণসহ বিভিন্ন অনুষ্ঠানে যৌন হয়রানির সংজ্ঞা, কুফল এবং এধরণের অপরাধের শাস্তি সম্পর্কে অবগত করতে হবে।
(৭) যতদিন পর্যন্ত এ বিষয়ে উপযুক্ত আইন প্রণয়ন না হবে ততদিন পর্যন্ত সকল সরকারি-বেসরকারি শিক্ষাপ্রতিষ্ঠান এবং কর্মক্ষেত্রে এই নীতিমালা অনুসরণ ও পালন করা বাধ্যতামূলক।

As per statement of Controller of Accounts & Finance a good number of students of different Departments have not been completed registration procedure within stipulated time which is complete violation of SEU Policy.
In accordance with the approval of the Competent Authority, all concerned are hereby requested to take the following information into consideration:
>> Students are advised to collect one copy of registration form from Program Officers/ Academic Coordinators of their respective Department on or before October 31, 2016 and duly submit to Controller of Accounts & Finance office for finalize the registration procedure.
>> Registration is mandatory for each student; failing to register within closing date, student will not be allowed to attend any class/exam for Fall Semester 2016.
>> The Faculty Members are requested not to allow any student to attend any classe(s) or examination(s) without final Registration.

Tuition Fee Waiver under Freedom Fighter’s Children Quota
(Students of Summer & Fall 2014)
The students enrolled in the above mentioned Semesters under Tuition Fee Waiver based on Freedom Fighters (FF) Children’s quota are hereby informed that their parents FF certificates and documents were sent to Ministry of Liberation War (MOLW), Government of the People’s Republic of Bangladesh for verification. But the verifications are yet to be received. Due to absence of verification of MOLW, Tuition Fee Waiver under FF quota could not be considered to those students and their applications kept pending.
To finalize the pending applications the University recently arranged to verify the certificates and documents of Freedom Fighters at its own initiative under MOLW criteria.
Therefore, the students enrolled in Summer & Fall 2014 Semesters under Tuition Fee Waiver based on FF Children’s quota are requested to contact Md. Mosaddeque Hossain, Examination Officer, House - 95, Road - 4, Block - B, Banani, Dhaka along with the original copies of FF Certificates, Gazettee, Mukti Barta, etc. of their parents immediately in order to finalize their pending applications. Other wise, degree will not be conferred and certificate will not be issued to them.

OBSERVANCE OF THE NATIONAL MOURNING DAY
INVITATION TO ATTEND THE DISCUSSION MEETING
In accordance with the approval of the Competent Authority, Faculty Members, Officers, Students and Employees are hereby informed that the National Mourning Day on the occasion of the 41st Death Anniversary of Bangabandhu Sheikh Mujibur Rahman, the Father of the Nation will be observed in a befitting manner in this University.
On this occasion a discussion meeting will be held on the life and works of the Father of the Nation on 17 August 2016 at 11.00 a.m. in the Seminar Hall of the main building of the University (House No. 64/B, Road No. 18, Banani, Dhaka-`1213).
Faculty Members, Officers, Students and Employees are requested to attend the discussion meeting mentioned above. Attendance is mandatory

Sub: Faculty Evaluation: SUMMER-2016
All Registered Students of all Departments will use University Student Support System to complete Faculty Evaluation for Summer 2016 Semester. The schedule of all respective schools is as follows-

>> All newly enrolled students are advised to contact their respective department office to collect individual password and complete the process.
>> it is mandatory for all students to complete the evaluation.
>> If any student fails to complete the evaluation within the stipulated time he/she will have to pay Taka 200/= as penalty.
With request to inform all faculty members and students about this evaluation including student Instruction Manual - online teaching evaluation and instruct their department office to take necessary arrangements for completion of the evaluation process smoothly.

With a heavy heart and a deep sense of sorrow Faculty Members, Officers, Students and Employees are hereby informed that Mrs. Habibunnesa breathed her last on 18th July 2016 (Inna Lillahe wa Inna Ilaihe Rajeuun).
The late Mrs. Habibunnesa was the Grndmother (Paternal) of Mr. Mohammed Shahed Hasan, Head of IT of this University. She has left behind her three sons, two daughters and a host of relatives and admirers to mourn her sad demise.
We pray to the Almighty Allah to grant the soul of the deceased family an abode in the blissful heaven.
May the Almighty Allah grant the members of the bereaved family courage to bear their loss with fortitude
